Opposition leader Sali Berisha accused the government of failing to raise living standards in deprived Albania In February, thousands of people gathered at his call in Tirana to demand government resignation. They tried to enter government buildings but were stopped by the police.

Closer cooperation with the EU was high on the political agenda, but it was made clear from the EU that Albania had a long way to go to an association and stabilization agreement. Additional political, economic and legal reforms were needed, it was called.

In an attempt to modernize the financial system, the authorities decided to start paying salaries to public employees via bank accounts, instead of cash. According to the International Monetary Fund (IMF), the informal sector, which was considered to be an obstacle to growth, accounted for half of all economic activity in the country.
